Code of Conduct
Disciplinary Action Committee



Purpose: A set of rules governing disciplinary actions towards offenders of the Code of Conduct as adopted by Welland District Slo-pitch League Inc. Abuse is defined as either physical or verbal abuse towards any official, player/ manager/coach or spectators.

Alcohol or Illegal drugs on or around the playing field The act of carrying and/or consuming alcoholic or illegal drugs on or around the playing field. Applies to all players and game officials participating in the game of record. - 1st seasonal offence suspension for 5 meaningful games to date with division crossover
- 2nd seasonal offence suspension review by Disciplinary Action Committee
Tobacco consumption within confines of playing field, dugout, bench or bleachers within 30 meters of playing surface No tobacco products shall be consumed by ANY person on the playing field, in the dugout or on the bench. Tobacco consumption will be tolerated outside the 30 meter limit as outlined in City of Welland bylaws. - 1st seasonal offence suspension for 1 meaningful game + $10.00 fine

Verbal abuse directed at someone other than a game official Abusive language directed at player, coach or spectator on or around the playing field. Applies to all players and game officials participating in the game of record. - 1st seasonal offence suspension for 1 meaningful game + $10.00 fine

Verbal abuse directed at a game official Abusive language directed at a game official (e.g. umpire, scorekeeper) by anyone in attendance - 1st seasonal offence suspension for 3 meaningful games + $25.00 fine from team bond
- 2nd seasonal offence suspension for 10 meaningful games + $75.00 fine from team bond
- 3rd seasonal offence 2 year suspension
Physical abuse directed at someone other than a game official The act, attempt or threat of physical contact (e.g. pushing, pulling, charging, spitting, etc.) directed at a player, coach, or spectator on or around the playing field by anyone in attendance. The Disciplinary Action Committee shall meet to review the misconduct in accordance with Association / League Bylaws and shall determine disciplinary action, if any to be taken
Physical abuse directed at a game official The act, attempt or threat of physical contact (e.g. pushing, pulling, charging, kicking dirt, spitting, etc.) directed at a game official on or around the playing field by anyone in attendance. - 1st lifetime offence: suspension for up to 5 years. The Disciplinary Action Committee shall meet to review the misconduct in accordance with Association / League Bylaws and shall determine disciplinary action.
- 2nd lifetime offence: suspension for life.
Violent physical assault directed at any individual The deliberate act of assaulting any individual in attendance in a violent manner. (e.g. punching, swinging a bat, etc.) The Disciplinary Action Committee shall meet to review the misconduct in accordance with Association / League Bylaws and shall determine disciplinary action, if any to be taken
Other unsportsmanlike conduct The deliberate act of contravening a published rule or the principles of fair play and good sportsmanship on or around the playing field (e.g. competing under an assumed name; playing a suspended or unregistered player; throwing equipment; instructing a player to "run him/her over if he/she is your way). Applies to all players and game officials participating in the game of record. - lst seasonal offence suspension for 1 meaningful game + $10.00 fine

Act or acts detrimental to the written or verbal agreements with the City of Welland Flagrant misuse of city facilities that is detrimental to the continued contract with the parks department of the City of Welland - 1st seasonal offence manager of record receives a 5 game suspension
- 2nd seasonal offence manager of record receives a 10 game suspension
- 3rd offence team and manager of record come before disciplinary committee for further revue.
The Disciplinary Action Committee shall meet to review the misconduct in accordance with Association / League Bylaws and shall determine the disciplinary action, if any to be taken.
Act or acts detrimental to the game. Any act away from the playing ifeld, which is deemed detrimental to the best interests of the Association/League. False information reported officials or executive in any respect due to player ejections. The Disciplinary Action Committee shall meet to review the misconduct in accordance with Association / League Bylaws and shall determine disciplinary action, if any to be taken
Reporting false information to any official or member of WDSPLI executive The deliberate or innocent act of providing false information to any official or member of the executive in relationship to a player ejection - lst seasonal offence manager of record receives a 5 game suspension and players involved receive a 3 game suspension
- 2nd seasonal offence manager of record receives a 10 game suspension and players involved receive a 5 game suspension
- 3rd seasonal offence the Disciplinary Action Committee shall meet to review the misconduct in accordance with Association / League Bylawsand shall determine disciplinary action, if any to be taken



1. Incident Reports -

i) All Incident Reports must be filed with the President, copies to Umpire-in-chief
ii) An Incident Report must be received from the umpire/official responsible for the game in which the abuse occurred in. A letter from the Umpire-in-chief requesting disciplinary action must be included.
iii) An Incident Report must be received from the offending player's team representative and/or any witnesses.
iv) An Incident Report must be received from the opposing team representative and and/or any witnesses.

2. Time allotted for reports -

i) Umpires — 48 hours from conclusion of game
ii) Team representatives as required by President

3. Disciplinary actions - All disciplinary action or actions will be executed by the President of Welland District Slo-pitch. The president is acting as disciplinary commissioner.

4. Appeals process -

Immediate appeal:
The sanctioned player has 2 weeks from the receipt of sanctions to appeal the decision made by the disciplinary commissioner. This appeal must be made to the executive of the Welland District Slo-pitch League.
The Disciplinary Action Committee will decide if the appeal should be heard. The appeals committee consists of the executive of WDSPLI (not including President/Disciplinary Commissioner), members of the Code of Conduct Committee and 1(one) representative from the Umpires Association. An appeals board meeting will be arranged by the president at the earliest possible date. A quorum must include a minimum of 7 members for the appeal to be heard. If any member of the appeals committee is in conflict of interest, a replacement can be appointed by the Appeals committee. The player remains under suspension while this process is conducted. Decisions of the Disciplinary Action Committee are final. If the Disciplinary Action Committee feels that the appeal should not be heard then the offending player must serve a minimum allotted time as outlined in Section 5.

5. Admission requests/appeals -

1. Balance of season suspension - Sanctioned player must provide to the Disciplinary Action Committee at the conclusion of the season a letter requesting re-admission to the WDSPLI. Acceptance into the league could include stipulations.
2. 1 year to date suspension - Sanctioned player must serve the balance of season under suspension. At the conclusion of the season the sanctioned player can request an appeal, which must be heard by the Disciplinary Action Committee. Any alterations to the suspension could include other stipulations
3. 2-3 year to date suspension - Sanctioned player must serve a minimum of 1 year to the anniversary date of the suspension before an appeal can be heard. Sanctioned player must provide a letter requesting re-admittance into the league; this request must be heard by the Disciplinary Action Committee. Any alterations to the suspension could include other stipulations. 4. 3-5 year to date suspension - Sanctioned player must serve a minimum of 2 years to the anniversary date of the suspension before an appeal can be heard. Sanctioned player must provide a letter requesting re-admittance into the league; this request must be heard by the Disciplinary Action Committee. Any alterations to the suspension could include other stipulations. 5. 5 years or more to date suspension - Sanctioned payer must serve a minimum of 3 years to the anniversary date before an appeal can be heard. Sanctioned player must provide a letter requesting re-admittance into the league; this request must be heard by the Disciplinary Action Committee. Any alterations to the suspension could include other stipulations.

6. All physical violence towards officials will be reported to Slo-pitch Ontario. Further discipline enacted by Slo-pitch Ontario will be enforced by WDSPLI.

7. Physical violence towards either players or spectators will be investigated by the President and any further disciplinary action required will be applied.

8. Players under suspension cannot participate in any WDSPLI sponsored events that occur during their suspension period, i.e. league play, playoffs, tournaments and All-star night. Site Error
